Association of Municipalities
The Association of municipalities is a non-government, non-partisan organization of municipalities, constituted with a purpose of enabling municipal cooperation and promotion of common interests and goals of the local self-government units in Croatia.
Association Assembly is the ruling body of the Association and consists of representatives of municipal members of the Association. Assembly establishes the Statute, verifies the constitution of the Association’s Presidency, elects and resolves the president, elects and resolves members of the Supervisory committee, confirms the program of activities of the Association, and finally, it has the power to terminate the Association and its activities. It convenes at least once a year. The President of the Assembly is by default the President of the Association, as well as the head of Association’s Presidency.
Presidency is the executive body of the Association comprised of 20 members. It governs the work of the Association between Assembly sessions, sets out the annual work-plan for the Association, submits an annual work report to the Assembly, and confirms yearly financial budget. The Presidency also provides suggestions, opinions and professional support to the Croatian Parliament and other state bodies in matters relevant for municipalities, including through establishment of appropriate bodies that are the tasked with evaluating specific issues and policies important to municipalities. The Association Presidency convenes at least once a month.
Supervisory board supervises the Association’s business activities as sent within its Statute. It consists of 3 members which are elected and resolved by the Assembly. Supervisory board convenes at least once in six months.
The President represents and advocates on behalf of the Association. He is responsible to the Assembly to which he reports.
Different committees dedicated to specific issues relevant for the members of the Association can be established, either as permanent or temporary bodies, and its members can be external experts.
