Organization of Union
Union of Association of towns and Association of municipalities of the Republic of Croatia is a nongovernment and nonpartisan umbrella organization comprising two national associations of local self-government units: Association of towns in Croatian Republic and Association of municipalities in Croatian Republic. Principal reason behind this merge into a Union is to enable synchronized activity of the two associations in promotion and representation of common interests of local self-government units. The work of the Union is conducted trough permanent and temporary governing and other bodies.
The Assembly is the highest body of the Union and is made up of members of the Association of towns and Association of municipalities. The Assembly is responsible for enacting the Statute and for any alterations and additions to the Statute. It verifies the composition of Presidency; establishes program principals; considers the reports from the Presidency on the main activities of the Union; elects and resolves the Supervisory board; decides on the termination of Union activity. The Assembly has a President who is also the president of the Union and the Presidency. The Assembly conferences take place at least once a year.
The Presidency is the executive body of the Union and is composed of 21 members, 11 of which come from the Association of towns, and 10 from the Association of municipalities. Presidency determines the Statute motion and its alterations and additions; determines the contents of the Union’s work program, submits the annual work report to the Assembly; establishes the annual financial budget and determinates the balance sheet; gives suggestions, opinions and stimulations to the Croatian Parliament and state bodies related to questions important to local self-government units position; founds adequate bodies for consideration of questions relevant to members of the Union and coordinates their work; and implements conclusions of the Union. Presidency answers to the Union Assembly. The Presidency conferences take place at least once in three months.
The President represents and stands for the Union. He answers to the Assembly.
Supervisory board monitors the coordination of business activity between the Union and its Statute. It consists of 5 members. Supervisory board is obliged to review the business activities of the Union at least twice a year.
Executive director represents the Union, and is elected by the Presidency of the Union based on the public competition. He/she is responsible for execution of decisions and conclusions of the Presidency and other bodies of the Union, and also manages the Union’s Administrative office. Commissions or boards, which can be temporary or permanent, are founded for the purpose of considering specific areas important to the Union, Association of towns or Association of municipalities.
Union’s Administrative office performs financial, administrative and other professional services for the Association of towns, Association of municipalities and the Union: prepares the proposals of various executive documents of the Union’s bodies; publishes the official newsletter; manages the archive; collects and classifies official documents and publications that apply to local self-government units; analyzes data important for the local self-government units; collects and gives appropriate information and reports to state bodies, organizations and others when requested from the Union.
