Training for Councillors
Training program for members of representative bodies of local self-government units is a result of cooperation between the Union of Association of towns and Association of municipalities of the Republic of Croatia and the Norwegian Association of local and regional authorities (http://www.ks.no). At the beginning of 2005 the Norwegian Association has offered help in providing institutional support to local self-government units in Croatia. After a thorough analysis of the system and local self-government condition in Croatia, the representatives of the Norwegian association accepted the suggestion of the Croatian Union that the principal area of cooperation between the two institutions should be development and implementation of a training program for councilors of municipal and town councils.
The Project of development of training program for councilors was implemented with the support of the Norwegian association during the course of three years, from 2005 until 2008.
During the project a core group of trainers was assembled which consisted of experienced experts, employees and officials within the local self-government units.
The selected group of trainers has, together with the Union representatives, developed the contents and methodology of the training. Based on the defined contents of training the Union printed two publications: Manual for the representative members of bodies of self-government units and Meet local and regional self-government in Croatia. These publications contain the summary of a legal frame and other information on local self-government in Croatia and represent a unique data collection which can help every member of local representative body in their work: those with greater experience to deepen their knowledge on certain subjects, and those that are just beginning their duty to learn basics on organization of the local self-government in Croatia. In any event, the above mentioned two publications will meet their full value as training aids in the regular training session, during which the trainers will elaborate on certain issues in greater detail, present the attendees practical examples, point out potential problems, etc.

TERMS AND CONDITIONS OF THE TRAINING
It is necessary to state the need for training at least 30 days before the training itself should take place.
Training is preformed in a local self-government unit from which the attendants come from. The training is normally planned to take place during the weekend (Friday-Sunday). Training can be offered at other times depending on the trainer availability.
Training is not normally offered to groups with less than 12 attendants.
Local units which are members of the Association of towns or Association of municipalities can arrange the training for the price of 1.500,00 HRK per attendant.
Local units that are not members of the Association of towns or Association of municipalities can arrange the training for the price of 2.000,00 HRK per attendant.
Price of the training covers:
- written materials
- organizational/ logistical expenses,
- fees, travel expenses and accommodation cost for the trainers (2 persons).
